I'm assuming what you mean by the "real thing" is that you're in love with this guy and the "next level" is you want him to make that commitment to you.
Before you tell him anything, take a deep breath and review the relationship to determine if both of you have been on the same page thus far. Are your needs being met and are you striving to meet his with success? Though he might not have mentioned loving you, do his actions speak for him? Could the next level for you mean something different for him? (For instance, you mean you want marriage, he thinks you want him to sleep with only you.)
As long as you're confident you both want the same thing, there's no magic number on when it's too soon to tell.
