Ok, heres the problem. There is this girl I like. Then my friend started dating her, but i didnt say anything. But, after I started to know her more as she was dating him she seemed to flirt with me. I would stray away from the flirtatious signs because i didn't feel right because she was going out with him. Now claire broke up with him. Will I ever have a chance with her since she went out with my friend? How long should i wait to ask her out?

You might not have a chance with her because you mentioned her name in an international website! Now every Claire all over the world is being told by their girlfriends that they're being talked about in a relationship column.
Beyond that, sure you have a chance with her, especially since you think she was flirting with you. How long should you wait to ask her out? As long as it takes for you to inform the friend she dated that you intend to do it. Even if he objects, it's not necessarily a deal breaker, but you don't want to cause hurt feelings by dating her if he's carrying feelings for her. Besides, he might tell you why they broke up, which isn't really any of your business but might be good to know.
By the way, asking her out is no guarantee another guy won't date her and if she flirted with you when she was with another guy, she can certainly do that with another guy when she's with you.
