When the bill came, he looked at me to pay it

I asked a guy out for coffee and dessert; when the bill came, he looked at me to pay it. Shouldn't he have paid?

No. That's like saying you invited him to a Broadway show and expected him to pay for the front row seats you ordered. You asked him out - you pay.
Now, if he would have reached for the bill and said, "Let me get this," you could have:
A. told him since you asked him out you'll pay the bill - and say "you can get it next time".
B. Let him get it since he asked.
C. Say, "How bout I get the bill and you leave the tip?"
Here's a primer on when you pay and when you don't:
"I'd like to invite you to coffee and dessert " You pay
"Hey, you wanna grab some coffee or something?" Dutch
"Yes, I accept your invitation." You don't pay
