I asked her why she wanted me to give her another chance

I've been going out with this girl for the past few years. I thought things were going great. But recently, she told me that during the past year, there were a few times when she kissed other men. She said it didn't go past that and she needed to clear her conscious. I told her I needed some time to think about what she said to decide what I wanted to do. I told her I would call her when I was ready to discuss it. I didn't speak with her for about two weeks and she called me asking me to forgive her so we could get past it and go back to normal. I told her I needed some more time and that I would call her like I said I would. I waited a few days more and she called again. I told her she needed to give me a little more time. I went another week and called her back and told her I was willing to give us another try but she needed to be transparent from here on in. Things went well for a few weeks, but after that, she seemed to get cold and distance. I asked her if she was interested in staying together and she said she didn't know. I asked her why she wanted me to give her another chance if she wasn't sure she wanted us to try again. She just shrugged. Now what do I do?

Make a decision for yourself. She asked to be forgiven and then she went cold. There aren't many options for what she intended. Either she wanted to be forgiven and honestly start over, or she wanted to have you in the stable for when she went out again. It looks like she chose the second. Sometimes, the chase is what we're after and she wanted you to chase her and she got you back, and now that she's reassured herself, she's willing to let you go.
The choice you have is to take back your own life. If she's gone cold and distant, you have every right to leave the relationship; I'm not even sure you have to give much of an explanation. The thing you have to watch out for is that you stand your ground when she comes back, which she almost certainly will.
