Of course it is. Sex is an important function of a relationship and when one person isn't getting it when they want it, it can cause problems. But there have also been cases where someone isn't capable of having sex because of a physical condition and the love still remains because both parties realize there's more to it than that. But for either sex without love or love without sex to work, but parties have to honestly agree and consent.
