Is there any way to step up this relationship without calling her?

Hi. I am still in school, and I saw this really cute girl who I instantly fell in love with. Then, after a while, I got to know her more and more, and I realize that I don't just love her because she's beautiful, but because she has a great personality and is nice to everybody. Well, I started talking to her in class and on the bus. But, she looks at me as a friend. I don't know whether she likes me or not. And, considering how she is kind to everyone, this makes it harder to know.

Well, I want to know: did I blow my chances of having a relationship? Can I go farther and develop a relationship with her? If so, how? She's not the type of girl to call me,and I'm not the type of guy to call her. Is there any way to step up this relationship without calling her? Also, how can I see if she likes me or not?

This is a very confusing thing, seeing as she'll be my first girlfriend if I succeed. Thank you for helping.

No, you haven't blown your chances but if you're not the type to call and she's not the type to call, i've gotta wonder how you're going to get together. You're going to have to give up some of your reserve and put yourself a little on the line and take the chance that all you will have with her is a friendship.
Since you're still in high school, start with something simple like a walk home from school or riding together on the bus and just talking. Then ask for her phone number. If she gives it to you, that's an indication that something else is possible.

A movie or asking her over for dinner with you and your family on a casual Saturday are other possibilities.

Eventually, you will have to call her or write her or somehow make an overture unless you both plan on being together only in your minds and dreams.
