Is this the time I tell her how I feel

I've know Tina since we were kids. We have been best friends since our first play date. She calls me her best friend and I know that she is mine. The problem is somewhere along the line I've fallen in love with her. We're both 21 now and we've seen each other through girlfriend and boyfriend trouble. I don't know when exactly it happened, but I saw it coming and did nothing about it. She isn't currently dating anyone and neither am I. Is this the time I tell her how I feel or should I just forget it and stay her friend?

This would seem to be a good time since both of you are available to explore the possibility. I would approach it gently and only if I was prepared to here the other person laugh uncontrollably and tell me I'm like big sister and he couldn't date his sister. And if I was confident I could still be his friend after he picked himself up from the floor.
