She's known to be somewhat prudish, can she actual file the charge?

I work in an office that's mostly women and several times during the week we get deliveries which are done mostly by men. I was speaking with one of them and he complemented me on an outfit I was wearing saying it went well with my eyes and looked good on me. I didn't take offense but another woman in my office did and has threatened to file a sexual harrassment charge. She's known to be somewhat prudish, can she actual file the charge?

Yes, she can. Being exposed to unwelcome sexual advances can happen even if the comments are not directly given to you - imagine having to sit by while two people carry on an explicit conversation. However, if the conversation was as you say, then while she can file the charge, she might not have a case though people would consider the conversation inappropriate because it took place in the office. I wouldn't antagonize her. Wait to see what happens. If she goes through with it, you should have the chance to give your side of the story.
